Nature at its best, economy at its worst?

Why is it that places in the world that are so beautiful do not have an economy to support the people there?

Having travelled and lived in many such destinations, I am amazed at how this social phenomena plays itself out. Be it the backwaters of Kerala India or Peggy's Cove, Nova Scotia - life is hard for those that live there.
